法國黃背心運動 懶人包在這裡
法國「黃背心」運動，在警方發射催淚瓦斯與水柱驅離群眾後走調，衝突讓巴黎滿目瘡痍。這起原先因不滿調漲燃油稅而從網路發動的運動，訴求已擴大至其他議題。
● 網上號召示威 起因不滿調漲燃油稅
民間基層透過社群媒體組織起「黃背心」（Yellow Vests）運動，雖無具體的發起領袖，但仍號召數千人湧上法國各地街頭，運動的訴求獲75%法國大眾支持。活動剛開始的訴求，是反對總統馬克宏為因應氣候變遷調漲燃油稅。
● 訴求益發擴大 反映對馬克宏改革不滿
黃背心運動過去2週不時出現道路、加油站與零售店關閉。訴求也從最初反對調漲燃油稅，延伸到要求提高退休金、提高最低工資、撤銷其他稅目、恢復課徵富人稅、要求刪減政治人物的最高薪資，甚至要求總統馬克宏下台及以「人民議會」取代國會。
黃背心運動被視為反映法國人不滿馬克宏的改革討好富人，且態度冷漠與高傲。華瑞克大學（Warwick University）法國政治學系教授席爾德（Jim Shield）認為，黃背心運動最終可能消散，但民眾的怨氣卻不會，屆時轉化成別種新形式，可能對馬克宏更危險。
● 示威群眾拒與政治團體牽扯
雖然不乏有政黨想表達支持，但黃背心群眾拒絕與任何政治團體牽扯。
● 運動變調 官方認定極端分子介入
法國官方目前尚無「黃背心」示威潮的確切參與人數。這股全國性示威已進入第3個週末，大多數示威群眾堪稱平和，部分強硬派試圖闖入政府建物，但已被警方擋下。
電視畫面顯示，示威群眾試圖破壞障礙，而與警方在協和廣場（Place de la Concorde）、凱旋門（Arc of Triumph）附近爆發衝突。總統府艾里賽宮（Elysee）及總理府瑪蒂諾宮（Matignon）周邊已建維安警戒。
有關當局表示，約從11月17日起各地陸續出現黃背心示威，但極右與極左的暴力團體及外圍郊區的年輕人滲入昨天的示威，導致活動走調。警方表示昨天在巴黎已逮捕超過400人，另有133人受傷。
法國內政部指出，在今天全國各地約有7.5萬人走上街頭之際發生警民暴力衝突，極右翼團體與無政府主義分子需為此負責。
● 馬克宏籲各方對話
在警方鎮暴讓巴黎市中心滿目瘡痍後，馬克宏今天要求總理菲力普與各方政治領袖及示威群眾會談，盼能讓這場全國性示威落幕。儘管有人呼籲總統應即刻對示威群眾讓步，但總統府的消息指出，馬克宏今天不打算發表全國談話，也沒討論國家進入緊急狀態的構想。
